Townsite Bière d’Hiver Winter Ale is listed as an English Strong, however I saw at bottle at CC that said Belgian Dubbel. Which is it ?

This label from probably 2013 doesn’t say anything:

A few ratings that I read to refresh my memory also don’t point into the Belgian Ale direction; it’s probably neither, but mentioning Belgian must have some appeal for their targeted market.

Said so, I have to admit that I’d define English Strong Ale for "not being X" rather than for "being Y"; in other words, if it’s not Belgian Strong Ale or American Strong Ale. So I don’t have a strong argument for a beer to be or not to be an ESA.
