It also might be worth giving flying dog raging bitch a try...not one of my favorites but its affordable as 8% craft beers go.

Any Great Lakes beer if available in your area...6 packs under $9.00 and 12 packs under $16.00. Although, I live in Ohio, so it maybe a little more expensive in NY.

I love southern tier beers although sometimes they ( as well as lagunitas) can be a bit sweet. That is the price range I was thinking. Thanks for all of the suggestions.

Big Foot is still on the shelves around here for 9.99, hard to find a 9.6 abv brew for that price, especially a 6 pack.

Budget beers for me would be Sierra Nevada, Boulevard. (both have 6 packs under $9 here in MN) Brooklyn, Great Lakes, Left Hand, Great Divide all have some offerings just under $10 for 6 packs. Full Sail Session Black is a decent 12 pack for $10

Big foot near me is $13-14 a sixer. Under ten is a budget. I would drink Bigfoot all day for under ten.
