Help tweak IPA recipe (Christmas present)

Still pretty new to this; just made the move to partial mash.

I want to make a partial mash IPA for my hop-head father-in-law this Christmas. I made my first IPA (and first partial mash) this summer and was very happy with how the recipe below came out:

5 gallons
OG = 1.065, FG = 1.018
61 IBU

3.0 lbs light DME
4.0 lbs 2-row
2.0 lbs maris otter
1.0 wheat malt
US-05 Yeast

1.5 oz Cascade 60 min
1.5 oz Citra 15 min
0.5 oz Cascade 10 min
0.5 oz Citra 5 min
1.0 oz Cascade flame out
2.0 oz Citra dry hopped 7 days

Mashed at 149 for 50 minutes
Sparge at 168

This was a beautiful matte gold IPA with loads of tropical fruit. My impressions:

1. Malt bill was pretty much spot on
2. Wish there was more bitterness behind the fruity hops to add depth (probably obvious critique from the recipe)
3. Would like a longer hop finish; these hops give a delicious punch but fade on the palate fairly quickly

Also: I now have access to other hops Citra lovers rave about (Mosaic, Amarillo, Galaxy) that I didnít have when I made this.

Any changes, especially to the hop makeup and schedule, that you would recommend in general or to address those critiques? Iím planning to brew right after Thanksgiving so this is prime for Christmas, and I unfortunately donít have much time to do additional experimenting before this batch.

Marris otter is base grain. Why are you using any at all?

This was my foray into using base grains, and at the time I only had access to online brew stores. Honestly, I wanted both two-row and maris otter so I could taste both and compare the two. It was actually supposed to be 3 lbs of two-row and maris otter each, but the order was messed up.

I think I preferred the flavor of the maris otter, incidentally. Iím not married to the malt bill above at all, but I was happy with how that part of the beer came out.

Heís doing a partial mash. He has pale and MO as diastatic malts in said partial mash. Perhaps he wants some MO character, but not a ton of it. Nothing wrong with doing that.

Iíll echo this. I might move some of the 15 min hops to flameout, for more aromatics, but if you liked it where it was, do it again!

Why not do a full mash? 4 pounds of grain shouldnít make that much difference.

Would there be a bittering hop youíd substitute for the Cascade at 60 minutes that would go well with this profile? I could see adding something there and then boosting up the Citra and Cascade at flameout like CLevar was getting at.

Iíd be open to that. I donít have a mash tun yet, so it would be BIAB. May need a stronger grain bag for that, though!

Warrior or some other clean, high alpha bittering hop. I donít think the bittering charge matters all that much.
