thats cool that you know that, since im an employee of a ups store and i have never seen that in action. they are not mail boxes etc anymore, you know...
ive shipped with fedex, ups, and mail. i ship all of my beer trades ups, and most ebay related fedex/mail. so far, ive had a couple of problems with ups that were resolved quickly and effectively. every time i get something from DHL i am amazed that the box is still in tact, because it looks like they throw them off the plane instead of actually landing the plane and unloading like the rest of the people do. to each his/her own.. whatever gets the job done right, is what counts. one company is not better than the other. they all have fuck ups. its called human error.

If they tried to send it back to Canada, its highly likely that customs agents are going to be enjoying that beer. On the plus side, you could always sell that $120 worth of brake fluid on ebay and buy more beer!

In addition to what others have said here (get an online account, package like a fort, etc.), there are steps you can take to get remunerated.
First, if they ask for a receipt...give them one. MS Office is an incredible resource for all things receipt. If you make up a business name and put your number on it, do you really think they’ll know the difference...especially when you’re the one answering the line? And that’s if they even call...which they probably won’t. If they fucked up and busted or lost your box, I don’t think it’s too deceitful to simply get back what was yours. In Tort Law, it ’s called "becoming whole."
That said, the best cover, if they have to open the box for any reason, or if bottles were busted, is that they’re "yeast samples, for brewer propagation." If you’re adamant about it and insist these are samples to be used by a brewer on the other end...and that they may now be ruined...you probably won’t get any argument. It’s worked for me.

All delivery companies have issues.
I can’t solely rely on FedEx any longer, as their local station in Brockton, MA has screwed up two deliveries now.
DHL has delivered packages to the wrong address, despite large, clearly visible house numbers.
The UPS Store has treated me like an enemy of the state at times when I drop off a package.
In this case, I wouldn’t put theft out of consideration.
Who’s to say the local UPS station doesn’t also operate as a repair facility and had a case of brake fluid laying around? About the right size & weight for what an employee might have taken from you? One bottle conveniently opened and spilled?
My local FedEx Ground branch has 5 documented theft cases since last summer. One facility. 5 thefts in 7 months. Scumbags.
File a claim and demand the $$ you deserve.
