It is the center geographically, plus that is the area that most good hotels will be. And from that area you can still walk to about 70-80% of the best beer places in Philly. I have had very good luck getting hotels in Philly for under $150/night for 3 or even 4 star hotels in center Philly, at various times of the year, through Priceline.com.
