I think it was always intended that "ticks" (as opposed to ticks on the website, which are not implemented in the app) with fewer than 75 characters would be allowed from the app and it seems they have been given the moniker "private reviews". I presume it was not envisaged that they should contribute to your rate count. At the moment they do. I’ve been playing around on the app a bit. Yesterday they counted, then they didn’t, then they did again. I presume there’s some work going on that’s responsible for that. .
