Regarding Spain, the split coud be done into 17 "comunidades autónomas" (autonomous communities", wich are the first administrative subdivision after the national administration. There are 50 provinces, grouped within the communities, but i think the first 17 are more than ok. https://en.wikipedia.org/wiki/Autonomous_communities_of_Spain

Id say definitely stick official
Otherwise it comes down to an endless argument.
